The Overcrowded System
Children with No Place to Call Home

 Because there are so many displaced and neglected children in need of temporary foster care, and so few families to provide shelter and love, most foster homes are extremely overcrowded with several foster children.
On July 1st, 2006, there were 78,278 children in the foster care system in California. Of those children in the foster care system, 31% of them are under the age of 5 years old.*
This overcrowding usually means an average foster baby will live in 3 foster homes before he ever has his first birthday. On average, a child will be in the foster care system for 26.6 months.*
This inability to remain with one consistent caregiver raises the potential of Reactive Attachment Disorder (RAD) which is the inability of a person to have human attachment.
Angels Foster parents undergo a very rigorous screening and training process and must commit themselves to fostering only one child at a time.
